So if you see employees with nothing to do, give them a job to do, even if it is something a simple as writing an article for the company website or blog, or brainstorming promotion and marketing ideas. You are paying them money, so make sure you get it from them.

And whenever you hire a new employee, make sure you say the job is flexible, so you don't get resentful employees who feel they are having to do tasks outside their job descriptions.
