Many new business owners will do many of the top positions of the company when possible, so that they aren't wasting money on top level positions when there just isn't that much managering work to do. It is better to hire when you need someone for the job, rather than hiring too far ahead of the game and pay the employee to do nothing, or lose them because they are bored.

You can also delay hiring until you know the full scope of what you need in a manager. Often the roles will shift slightly once a businesses is off the ground. And you can take the time to fill the position without having to add one more thing to all the other tasks you need to do before opening day.
